6hp carb 1974 flooding

Hi,

I put a new rebuild kit in this carb and fuel keeps dripping out the throat when I try and start it. I'm wondering if the hole shown in the attached picture is supposed to be plugged with one of those lead shots. I've seen in some pictures of old carbs that it is plugged and some where it is not. Anybody out there have any suggestions?

? Float level is most likely set to high

check to make sure your float in float bowl is set correctly as if the bowl is too full of fuel it will overflo through the vent hole as well as run out the air intake
