I have a Johnson 1967 6hp that is 'hard' to start when it's cold. The only way I can get it to start is by using an electric drill on the fly wheel. After it starts and has been running for a little bit, it starts perfectly fine all the time.

Remove spark plugs... Spark should jump a 1/4" air gap with a strong blue lightning like flame... a real SNAP!... Does it.
Compression... What is the psi reading of both cylinders?
Has this engine been sitting for quite some time?
