Drive Shaft Release on 1986 25hp

I have a 1986 25hp Johnson model J25RCUR. Trying to replace the water pump. Have removed the four bolts on the lower unit and the nut holding the shift shaft. Lower unit will not drop down more than about an inch. What is holding the lower unit from dropping down?

If all bolts are loose, and you've gotten it to drop 1”, then most likely it is either the splines on the drive shaft are sticking (rusty, or old grease), or possibly water tube rubber grommets are stuck. Also, make sure the shift rod isn't stuck?
