My starboard motor did exact thing. I started at throttle switch, tested good. Then connected a length of wire at first wire connector (leaving original wire in place). Touched the other end at same wire, first connector, at motor, and had someone push the helm switch down, no change. Slid my test wire inside next Wire connector (only 2” from first) and my tilt worked! Unplugged wire at helm, cut 1' piece of wire, jumped from first to second connector and everything worked perfectly. Apparently in that 2” section of wire (no corrosion, clean like new), I had no continuity? I replaced both connectors with scrap wire ends soldered together, shrink-wrap, and put a piece of colored tape close to color. Haven't had a problem with it in couple years now? Never thought factory connectors that looked new, could have been bad. Now I know.

Hope this helps you. Does take a little time, but actually found problem in less than 40 mins. Repair took longer.

Good luck, post back what you find.
