1998 115hp Johnson Tilt and trim issue

The tilt and trim on my engine is not raising or lowering the engine. The trim motor runs but the engine does not move in either direction. I have added fluid, and replaced the o-rings on the manual release valve. The motor still runs but engine doesn't move.

It would need to be rebuilt, must have a valve or seat leaking pressure inside trim unit.

How much would it cost to have the hydraulic part of the tilt and trim unit rebuilt?

Thanks for the email Mr. Dandun. After reviewing your suggestion, I believe the procedure will renew operation of my tilt and trim.
