tilt and trim odd issue

I have a 2000 Johnson 40 hp, the tilt constantly wants to go down, I have disconnected all the down switches and swapped the up,down relays and used contact cleaner on all connections, yet when battery is connected it still wants to go down. now intermittently it will operate normally up and down but only briefly. I should add that the up works normally, it fights with the down when it malfunctions. I have little knowledge of this system and no schematics, any assistance would be greatly appreciated.

Probably have a trim switch shorted out.
