1989 Johnson 200 with starting problem

I just acquired an 1989 200 which was described as having bad coils. I changed 4 of them out and tested all and am getting no spark. I don't know much about these Johnsons but after looking at the manual, I am considering that it must/could be either the power pack or the rectifier regulator, or both. Could anyone on the forum give me some insight? I'd appreciate it.

Regulator want stop ignition from firing. Could be Source coil, trigger coils or power pack.
