alarm sound when you turn the key on and will not go off

I have a johnson9.9 four stroke when I turn the key on the alarm goes off and will not quit until I turn the key off. if I turn the key all the way on to start the motor nothing happens it does not even try to turn over? I just took it out of winter storage any ideas

Check that the battery cables are connected correctly, check battery is ok, check fuse on engine, make sure shift lever is in neutral and landyard cord is plugged in.
