starving for fuel

I have a 2000 115 horse johnson after a few hundred feet of driving it starts running as if you are putting it in full thottle then shutting it down it does this over and over again it wont run at full throttle and stay there unless you pump the fuel ball constantly i have had everything done to it i could think of i rebuilt the carbs rebuilt the fuel pump and changed the filter and drained the fuel tank. if there is any thing i missed please tell me thanks

Check fuel supply system in boat for restrictions or bad hose connections, check inside of fuel hose to see if deteriorating.
