I have a '90 or '91 Johnson outboard (Still trying to find the #s on it). In preparing to get the boat going again (been sitting for about 20 months), I changed the lower unit fluid, and ran the engine for about 20 minutes. Idled fine, water exited everywhere it should have. Came out a few days later and found this:

The engine no longer has the VRO pump, so the oil is pre-mixed w/ the gas. I'm not sure what this could be, its very thick and does not appear to have water in it.
Any thoughts?
