1992 40hp has no power at throttle p

I have a 1992 Johnson 40 hp that is driving me nukin futs. It will idle fine, both on ears and in water, but will not get over 2200 rpm at full throttle under load. I have replaced fuel filter, plugs, fuel line and bulb, rebuilt carbs, installed new orifices 33 and 47D, and battery. Reverse works as it should reaching 5000 rpm and putting water over the transom.
At idle on ears, in-line fuel filter goes empty but still runs even when throttled up. Is this an indication of failing VRO unit?? I have read quite a few posts here and there that sound like I'm not the only one with this issue. ETHANOL?? Please help.

Johnson no power

I have a 1985 and am having simular issues. Mine starts and runs great out of the water,but as soon as its in the water under a load there's no power and won't plane.We checked the timing and is not advancing. its only about 10 degrees when it's supposed to be at 19 degrees.I trying to figure out why and how its hanging up.
