WATER LEAk lower case

I have a 1970 Electrospotmatic 40 HP johnson mod.40ES70A and when I drain the oil out of the gear case it has about 10mL of water in it. There is no evidence of oil leaking out of the gear case. Can any one tell me what could be the problem and what parts I need to replace.

Only two options, pressure test the lower unit and find out where it is leaking or tear it down and replace all the seals.
