My 2000 175 runs great except when you try to run it at wot. It will start to loose power and only turn about 4500 rpm. It will take full throttle from initial hole shot and then about three to four seconds later it will start losing power and rpm. If you pull the throttle back to about 7/8 it will smooth out and pull again like normal. Fuel pump? Or maybe something else?

Sounds like a fuel restriction, check fuel hoses, fuel pickup in gas tank, fuel filters and fuel pump.
