25hp will not run...help pls

I have a 1975 25hp johnson. it is hard to start when it does it will not idle and will not throttle up to full throttle. the things i have checked is it has great spark on both cyl. the carb bowl looks real clean. the carb was rebuilt by someone else over a year ago and it has been sitting that long as well. when it doesnt start the spark plugs look fuel soaked. what do i look for next? can anyone help i want to go fishing....thanks

Check compression, if good clean carbs.
