1973 Johnson Outboard 65HP No Spark Problems

I just bought a boat with a 1973 65Hp Johnson Outboard. I'm having problems getting spark to the plugs 1 & 2 but 3 has very little spark. I have put new coils on it and still the samething. I was thinking it was the optical senors. I'm not very formiluar with boat motors. Does anyone know how to test the the optical sensors? I have read on here that it might be the power pack. Does anyone know how to test the power pack? Can anyone please help me!! Thanks

what shape are the plugs in?. brand new is best to start with when problems are there.
