Water discharge, ring around prop. 1976 Johnson 15 hp

I have a Johnson 15 hp, 15R76A. I believe it is a 1976. I ran it for a time today, there was no water coming out of discharge hole. Is there a thermostat, that has to get to temperature, and open first? Also what is the plastic ring that snaps on rear side of prop, and what happens if it is not there? Does discharge water come out of hole on top rear of motor, just below engine? Thank you, Mike

The water tell tale fitting may be clogged... clean it with a piece of wire.

If the above doesn't cure that problem... best top drop the lower unit to inspect the water pump.

The prop ring supposedly directs the water flow into a cone effect... I have no idea why.

If no prop ring.... No change that I'm aware of that would be performance detracting.
