Trouble identifying year and model

Hello friends. I just purchased a house and property and in the building I found this boat motor. It has been painted and has no serial number plate. I can see through the paint that it is a johnson 15 hp tiller steer. I took the hood off and this thing looks as if it has never been used. Could anyone help me identify this motor
