9.9 loses thrust above idle speed

My 9.9, model J10RCNS, Serial E5596843, revs up when the throttle is turned past idle position, but acts like it has shifted to neutral and has no thrust. It will move my john boat in idle but not any faster. Any suggestions as to the cause of this problem?

The propeller is a three piece item... bronze hub, vulcanized rubber, aluminum propeller.

The vulcanized rubber has failed and is allowing the propeller to slip.

Have the propeller rehubbed or replaced.
