I have a 40hp Johnson and the only way I can keep it running is to keep pumping the bulb. I have replaced the bulb but still no luck. Is it safe to say the vro pump is bad? Is there a way to verify this?

The VRO is operated by crankcase pressure when the related piston in on its down stroke. Remove the pressure hose that leads from the VRO to the crankcase... there should be a hellava blast out of that hose/fitting every time that related piston is forced downward.
If that pressure is there (as above), and there are no leaks anywhere, that would sound like a failed VRO.
