2005 johnson 25 hp 4stroke low idle

need help on idle. ran perfect last year. this year at start up the power pac burned out, seen some smoke under cover, but the engine was running good. replaced power pac, damm 550.00-625.00 ***. found one on ebay 175.00 man said tested and good. now my engine will start up right away but i have to hold throttle rod up so it wont stall. i held it 5 min engine warmed up but still need to hold rod or it will stall. how can i turn up idle?

anyone know how to turn up idle speed? or do i go to dealer?

for any poor soul that finds this post, my engines cables both were loose, which would explain idle. and the start up lever. 218.00 later my baby is purring like it should.
