Powerhead Removal

I am repairing the swivel mount on a 2004 Johnson 90 and need to remove the power head first. The OEM manual says to remove the flywheel and I want to know the reason behind this. I've seen photos of a removed powerhead with the flywheel still on but these were different engines. Is there a specific reason the flywheel needs to be removed on this outboard before removing the powerhead? Thanks in advance for any insights.

I'm not 100% sure for your motor, but I attached a gear puller to my flywheel with a ring hook and used it to pull my (1985 150hp) motor. They may be giving steps for use of a special tool.
