Have 99 Johnson 90 hp v4 60 deg motor and running rough after I rebuilt carb and cleaned throttle plates with all new gaskets. VRO bench tested good on fuel side and I installed new pulse limiter. Put gauge on motor and fuel pressure does not read 4psi like the manual says it should. Pressure reads 3.5 psi, gradually falls to 0psi, then shoots back up to 3.5psi. Does this over and over. Ran on portable tank to rule out leak on tank side.
Should the pressure cycle like this or remain constant? Could VRO be bad when bench test good? See video below.
