I am able to first start my outboard with little problem, normally using cold start lever and/or bumping the key once or twice until it warms up. Once I turn the engine off and fish for a while it is really hard to re-start and keep running at idle speed and is very difficult to put in gear without stalling. Any ideas?

Basically what you're saying is, motor runs fine when you first start, at any speeds, then shut engine off, fish for awhile, then motor doesn't want to start again. But you do get it started, and then doesn't want to idle properly?
How long has it been doing this? Did anything happen prior to this problem?
How is water pump doing?
how long since last serviced, and what was done?
So many thoughts, maybe you could help by giving a little more history here.

Yes you got it, once I get it started it runs ok again after get it up to speed. I have to use the cold start lever to let it warm up a few minutes but when I close the cold start lever and first try and put in in gear it is slow to pick up any rpm and usually stalls several times before I can get it going. Reverse is worse than forward if that makes any sense. This has pretty much always been the case with this engine,
Water pump is working fine, new plugs, had carbs cleaned out at a
repair shops but pulled the drain plugs and used carb cleaner to flush them out, didn't pull them or put in kits which seems like may be the cure.
What about the solenoid/choke valve with the red lever? Haven't opened it up but that were leaking internally would that cause this problem?
