1995 Johnson 90

Purchasing a 1995 Johnson 90 and the seller says he disconnected the VRO because of it's questionable reliability and has been premixing ever since. Is this the norm for this vintage motor? Haven't done any compression checks yet....waiting for the ice to move out of the bay. Anything else I should be looking for before I write the check?
