I have an 83 25hp evinrude, just bought it, i went to replace the impeller because i didn't see water pumping through the pee hole during the test run, compression was on point, when reassembly i noticed the brass tube that pumps water to the power head was not making a seal at all! Should i continue trouble shooting this, power head shows no signs of over heating, "paint discoloration".... is there a part missing or worn out?

Sounds like there is a good chance that #321513, water tube guide, has been "smoked" from out of your exhaust housing. Unfortunately, this part is no longer available - unless you fine a Johnson/Evinrude dealer like Wills Marine in Pensacola, or some other J/E dealer who may still have one in stock - Maybe Stone's in Houston, TX.
Your other option is to replace your 1983 exhaust housing with one from a newer motor, such as a 1987 model, that does not require this guide.
Either way, you will have to pull your entire powerhead to get to the issue on the bottom of your powerhead.
