How to replace water tube on 25 h.p. johnson elso

I removed lower-unit to change water pump on Johnson 25 h.p. elso, and found that the water tube is copper and it came out attached to the lower unit -- held by a grommet is this normal? How does it go back into motor?

Yes, it is normal. The water pump tube will pull out of the water pump, or it will pull out of the bottom of the power head.
With the cover off the motor, turn it upside down and shine a flashlight down into the midsection. You will see where the tube goes. After you shove it back in place, you may need to twist it left or right to get it to line up with the water pump again.
