25 hp Johnson 1995 model

I have a 25 hp 1995 Johnson model # J25REO and am having problems with it running at full speed. It runs fine at idle and about quarter throttle but if you give it any more gas it acts like it starving for gas. I have replaced all gas lines from tank replaced primer bulb and put on new fuel pump and new power pack. I have also used a different tank and fuel lines with no change. It seems to be getting plenty of gas to carb but it’s not getting enough to motor. The carb has been soaked and cleaned and new carb kit put on. When it acts up if you pump the primer bulb it will run better but not full speed. Does anyone have ideas on what I could look for to solve this problem?

Check compression both cylinders. A good healthy 25 ought to be around 120psi. Use a good OMC/BRP primer bulb. Avoid the aftermarket gray fuel lines. Check for cracked plastic cover on top of carb. Easy to miss a small crack.
