1997 hesitation

i have a johnson 225 1997 that ever since it was rebuilt with a diff block now does one of two thing .... on accerlation off idle it hesitates and sometimes stalls / if i pushn te choke in while accerlating it will take off just fine or on extended idle it will stall out / if i push the key in from time to time to richen it up it will stay running / high end is great
