Throttle return to idle (spring?) - 1996 Johnson 115 hp

Hi there,
My throttle doesn`t push back all the way to idle sometimes, missing a quarter inch or so. Is there supposed to be a spring mechanism that helps it rebound and push against the idle adjustment bolt?

The throttle cable pushes it back to idle, probably need to clean and grease all linkage and adjust cable.
