johnson 1999 150 hp not starting

hi guys,
i have a 1999 johnson 150hp outboard that only fires with the key in the start position, it dies when key is let off. it has nothing to do with the kill switch or key ignition as this has been replaced. opticle sensor maybe? any help greatly appreciated!
