2002 70hp johnson 4 cylinder 4 stroke

bought this motor , it has 2 ign coils..1st one supplies 3 & 2 cylinders,3 is ok and 2 no spark...2nd coil supplies 1 and 4 cylinders, 1 no spark and 4 has spark....i have voltage going into all wires to coils...can't beleive i could have 1 bad in each coil...any other possabilities it could be??? is there a better test i can do??help..boat has not been in water for 2 years...the motor looks brand new under cover
