1996 70 Vapor Lock?

My 96' Johnson 70 doesn't start until I manually turn the valve 90 degrees on the primer selenoid(sp). When I do this I hear a click sound off in the vicinity of the VRO and the engine prompty starts. I have replaced the primer selenoid but the problem continues. Should I consider a rebuild kit for the VRO? Any advise would be appreciated. Thank you.

Check to see if getting 12 volts to choke solenoid when activating choke switch.
