5hp Johnson bogs down when hard throtteling

I have a 5hp Belgium that I was told was an 80's model. It ran but poorly. A friend changed the plugs, installed a carb kit and fuel filter gasket. It starts and idles well and will accelerate if you ramp it up slowly but if you get on it fast it stalls. The compression is good. Any thoughts would be appreciated.

Most common is carb jets or passages plugged causing a bogg. Remove and clean carb check all passages are open.
