1968 Johnson 40 hp RK-30D Electric Choke troubleshooting...

When I flip the switch for my electric choke, I can hear it clicking, but nothing moves... everything has to be done manually to start motor...anyone know what could be the problem?

The spring on choke solenoid plunger may be broken, take cover off of choke solenoid and see what's broken.
