Tilt & Trim problem on '92 50hp OB

The tilt &trim unit on my motor will not raise the motor except when underway. It always works when lowering the motor. I bought the boat and motor, new, so no one has ever messed with it. Otherwise, I've had no problems with the motor or T&T in 21 years. Any ideas on where to start looking for the problem would be greatly appreciated.

Thanks for the help. Finally took it to the marina repair shop and they charged me only $100 to tell me that it needed a $5 relay.
