I am working on a Johnson 115 E11561EUC 1997. At idle it only runs on top two cylinders and continues to run bad up through throttle range until wide open where it takes off and runs great. Has good spark at all cylinders. Compression is 125 all cylinders. Carbs have been removed and checked thoroughly. They were clean but I blew out all passages checked needle and seat. All looked great. It feels like it is flooding on bottom cylinders. Could this be a VRO problem? Thanks, Dave
