hello, I have a 1964 Johnson 9.5 outboard.. it runs fine without the cover on but as soon as I put cover back on it starts to sputter and die.... I believe it has something to do with exhaust effecting carb.. had the exhaust seal gasket replaced and didn't make a difference... any help would be appreciated.. thank you
