1984 johnson 150 wont idle

1984 johnson 150 wont idle but if use primer it will stay running but rough. I just bought the boat and haven't put it in water yet. Compression 88-90 on all 6 cylinders. it seems to run above 3000 rpm but dies at idle. VRO has been replaced with an electric low pressure pump regulated at 2.5 psi. New filter. Any suggestions

May have a fuel restriction in hoses, filters or pickup in gas tank or need to replace fuel pump and put correct one on it.
