Johnson 60hp

I have a 2000 60hp 3 cylinder Johnson. Standing behind the motor on the right side there is a cylinder with two wires and two hoses hooked up. It has a red lever and a cap over a valve stem. Is this the manual choke? Of I turn the red lever towards the front of the boat has will squirt out but the boat starts right up. Should I change this peice out? Thanks for any info!

If the electrical solenoid part is working then replace lever or cap thats leaking.
