compression test 25 hp

i did a compression test on my 25 hp with both plugs pulled and got 90 psi on both cylinders, then for the heck of it i left one plug in while i checked the other. got only 75 psi on top cylinder, the motor was turning over a little slower(elec start) but whats the correct way to do this?
