engine bogs

I have a 55 hp 1969 with 3 carbs. At full open it runs great but when I bring it back down to idle it seems to load up and kill. I have to restart and play with the red lever on the control to get it to stay running. Could this be fuel pump or just dirty carbs?

Start with removing and cleaning carbs.

cleaned carbs and put new needle in middle carb, also float was not level in center carb. Now I have to adjust the slow speed needles to smooth it our. Not sure of when I'm at 800-900 rpm's.
