I just got a 1987 40hp tiller. It is very hard to steer. I have greased where possible but still no change. Any suggestions as to what I should do next?

I found the solution to the steering problem. There is a friction adjustment bolt that was locked tight. It is not covered in the manual but after loosening the bolt the motor turns very easily. Problem solved.
