115 hp Johnson Power Shift II

Hi just wondering if someone could give me some technical knowledge on the hydraulic trim.
I need to know if both hydraulic cylinders lift the engine or is the one on the left a dampner.This is a 1976 115 hp Johnson Power Shift II

could you tell me why the one on the left shares the same hydraulic line and has no oil in it but the one on the right still lifts the motor all the way up and down and has not lost any oil someone today has said possibly could be a dampner for the trim
the reason im asking if the both lift the motor is because the one on the left goes down around half way and is hard all the way down
is it possible that this could be a dampner
