newbie problem with 84 johneon 15hp running

I am new to boats and this site. Please bear with me. I have a or Johnson 15 hp that sit for a few years. I've read the lee Roy's ramblings and how to wake a sleepin outboard. I have performed a carb kit, fuel pump kit and a water pump kit. I got it running but it will run for 7-10 min before dying. If I try to throttle down or turn the low speed needle it will die. What's goin on? It might take me a day or 2 to reply but all opinionsare greatly appreciated.

Run a compression test. May not have low speed circuit in carb clean enough.
