vro variable ratio oil

my 1996 johnson 150 outboard. run out for 1/2 to 3/4 mile and bulb goes soft. restricted fuel. have been using etahnol gas. we replaced fuel lines to h2o gas filter, then to motor. took it out and same problem. check engine light comes on, motor does not stop, let it sit for 5 min, continue and same thing happens. just had mechanic here and he looks at motor for 5 minutes and says"that is the problem you need new vro". the front of engine has residue resting on bottom plate blue in color, but not pure oil, it is a mixture of i am guessing gas and oil. is it difficult to replace this part. can non mechanical guy do it.............H E L P!!!

Not hard to replace but put oil in gas until you are sure oil injection is working.
