tilt up no tilt down

i have a 1993 johnson 48 j48eslete. the motor tilts up but wont tilt down. i have checked voltage at the plug inside the motor cover and it is good. also i can hear a click when i press the down switch but thats all that happens. would like some info if anyone can help. thanks johnson1. where are the relays located?

Probably a bad relay, best to replace both relays.

where would i find the relays for the tilt and trim? the motor is a j48eslete. thanks.

Should be located behind a black cover on the starboard side.
