1999 johnson 200 ocean pro

I have a 1999 Johnson 200 ocean pro and I can't get an answer from any one if someone could help me with this question I would be very thankful when I try and give my engine more throttle reverse my motor comes up. I'm guessing it has some kind of issue in the cylinder but I don't know what it could be and I don't want to order a bunch of parts for it for no reason so If some one knows what is the problem I would be very thankful

If trim unit is full of oil and no air in trim system then the power trim unit would need to be rebuilt, it must have a valve or valve seat bad inside trim unit and not holding pressure.
