Fast idle lever 70 hp

I have a center console boat with a single lever control box that bolts on top of the console. My owners manual states to move the fast idle lever when starting a cold motor but my control only has a single lever that can be pulled sideways and moved forward to increase rpm in neutral. When I starts a cold motor should I move the lever forward to get fast idle or just start in in the neutral position? Thanks, Keith.

Fast idle is the same as increasing rpm in neutral.
