Kill Switch Problem Johnson TJ25ELESE

Kill switch on end of tiller arm doesn't stop engine.
Any ideas where to start?

I did notice that the schematic for the cable assembly shows a 20 amp fuse holder - nothing inside the fuse holder except a long pin on one end and a recessed pin on the other end.

Are these pins pushed out of position or do they act as the fuse?

Disconnect wires from stop switch and use an ohm meter to check continuity on switch, should have continuity between black/yellow wire and black wire with landyard cord removed and no continuity with landyard cord plugged in.
Fuse is not part of stop circuit.
