Rod eye assy.

we have a 2000 j50plssm evinrude/johnson outboard . I am working on the powertrim &tilt part , the rod & eye assy. We put it back together and it will some the part will go down but it will not go up. Can you tell me what might the problem so we can fix it. The only way we can use it is manually pull it up . If the power trim goes down and not back up could be low on fluid or a problem in the valve body, that is assuming the motor is working in both directions.
